Every iteration of a Simulacrum Protocol begins the same - the people under examination are divided into nations. Silently following beacons of light they gather together and once the beacons summon their quota the gathered toil towards a common goal: supremacy.
Inevitably nations clash and prey on one another. For the victors go the spoils - including the vanquished nation's citizenry which are assimilated into the conquering nation. But not all are accepted, and those found wanting in ability or utility are discarded into the wild unclaimed lands. Known as Repudiators, these outcasts are nation-less, and considered beneath notice.
