The Pact is composed of dozens of national armies supplemented with volunteers from across the continent, all with the aim of thwarting Shangri-LA’s campaign of genocidal expansion. Pact forces vary in quality, technical expertise and with some exceptions, equipment. Pact units are largely homogenic to the sponsoring nation providing the arms or personnel to the cause. As such, most Pact units operate with some autonomy, organized under a loose command structure which can fracture easily, collapsing and reforming as new, independent cells if operational integrity is threatened by enemy action.
